Vertical color banding

I have vertical color bands accross the TV.  My TV is a Toshiba 42" CRT.  Each of the bands are 4-5 inches accross and are yellowish in the blue information band at the top, but change based on the background color.  They tend to get more pronouced the longer the system is on.

I have a standard reciever with only composite (single yellow RCA) and s-video outputs.  I am using the s-video output, but tried to change to component as a test and had the same problem.  I run my reciever into my AV reciever with s-video.  From my AV reciever to the TV I use Composite Video (three cable).  I run my DVD into the same AV reciever with Component Video.  With DVD I have no issues.  My AV Reciever up copnverts analog signals.

Any help would be greatly appreciated, I am stumped.
