Wall Jacks required?

Just curious -- Are installers required to put in full wall jacks?

My installers just put the plate on the wall and pulled about 5 to 10 feet of cable through the hole.  Seems to me like a sloppy way to do it when putting in a jack and making a small jumper would make the install right.  If I ever remove the receiver or put it in another location, I now have a big bundle of cable to deal with (and no, they way it was done it can not be shoved back into the wall).
