WHAT is that Atari/Digital bleeping-blooping noise in the background of what I'm watching lately??

It's subtle, but you can hear it clearly when there is a quiet moment on a show.

No specific channel, and it is happening in 2 houses an hour apart, on all TVs in the house.

Anybody else hearing it??
