You have to have SWM for it to work.

If you have SWM then you only need 1 cable to each DVR.

If you have 2 cables connected to your DVR then either you don't have SWM or 1 didn't get disconnected.

If you want a supported system then you also need the kit that supplies you with DECA modules to insert the internet onto the coax.Plus a DTV tech will have to do the installation.

You can have an unsupported installation that will only use the Ethernet cables but you still need SWM.

Is SWM a type of Dish? 

When you add the other receivers are you chared a montly Fee?

The comments you've received thus far contain a serious error. If you want an unsupported Whole Home system, you do not need a SWM dish setup. What you currently have will work fine if you add a Cat 5 cable to the H21 receiver (receivers do not have the R in the model number) and network it to your router. Following that you'll need to email Directv using the link under help -> contact us and request that an unsupported installation of Whole Home be authorized to your account.  The fee will be $3 per month.

On the other hand, if you want a supported version, you'll need to order that and they will replace your dish with a SWM model, remove the Ethernet cable from the HR21 and install a BB module connected to your router.

There's also a $5/month fee for each receiver after the first one, so you should currently be paying $5/month for the second receiver you have. Any you add to that would be another $5/month per receiver. The $3/month WHDVR fee is per account however, regardless of the number of HD receivers.

  So do I need  both the  Coax and Cat5  to the H21 Receiver or will the programing come thru just the Network Cat5?   (I'm thinking I need both hooked up to the back)

If you're using your own Ethernet network setup, you need bot coax and Cat 5 to every receiver that will be part of WHDVR service. All DirecTV receivers must be connected via coax to the dish.

One last question.

LIke I said above.  I have 4 RG6 Coax coming from the dish terminatin in the Basement. 

Two of the COAX go to the DVR in living room, one goes to the Basement, and a the fourth goes to my older Daughters room.  

I also have Coax run to my Youngest Daughters room (and every other room in the house) that terminate in the Basement.  What do I need to do (besides another receiver) for TV Viewing in other bedroom?    4 Lines in = 4 already used for viewing (2DVR and two other TVs) 

  Can I simply put a spliiter on the one  line before it heads out to my oldets daughters room, essentillay splitting the signal between the two daughters bedrooms?    Or do I need a service call for something I'm missing..

What you need depends on the way you decide to go.  With the Whole Home DVR setup by Directv, that SWM dish can handle up to eight tuners, and you'd only have five after the added receiver.  If you decide to stay with your current system then you need to connect all four dish feeds to a Zinwell WB68 multiswitch and that will provide eight tuner feeds for receivers and DVR's.  Again, you only need five at this time.
