Termination Fees
I originally signed up for the Direct Tv streaming service. I did not activate the account. I paid for 5 months before I realized they were deducting the monthly charge on my account. I then cancelled the service and then was charged the $400 fee. I do not feel that I owe any of these charges since I never activated the account.

Then you signed up for DirecTV via Internet, not DirecTV Stream. They are not the same. DirecTV Stream has no fees or contract.

DirecTV by Internet has a 24 month agreement when you sign up. Since it is a streaming option, there is practically no wait to start using it so there is not an "activation" protection.
Regardless of how you feel, you owe the charges. You accepted the Terms of Service by ordering. Further confirmed by 5 months of payment, effectively telling them you accept the service. The early cancellation fee (ECF) doesn't refund because you were oblivious on service started and it was being paid.
Time to start paying better attention to your finances and what you are agreeing to.

We signed up for directv streaming because we were told that it would help reduce the cost of a bundle package with att fiber internet and att mobile phone service. I wasn’t sure that was the case and specifically asked the salesman if we could cancel at anytime to which he said yes. He failed to mention the 14 day timeframe and the $450 cancelation fee. We received the equipment and left it in the box for a week while we were out of town and I wanted to wait to see the first bill at the first of the month to verify that there was a savings. The bill did not reflect a savings. I went to an att store to get some clarification on the bills because it was the first one. The guy told me that there is no not a bundle package with directv and I was lied to. Now I’m trying to cancel my directv service based on the lie I was told at the time of the sale and directv is making me pay the early cancellation. We never used the service. I think that is criminal.

Those at a store, be it AT&T owned or 3rd party, are not employees of anything DirecTV (satellite, STREAM, or via Internet). Your issue is with the agent and the store they work for. You can try a BBB complaint, but be sure if it is AT&T owned or 3rd party so it addresses your concerns with the correct company.
Though AT&T acquired the DirecTV brand several years ago, they sold off 30% to a new co-owner and recently sold off the remaining part (pending a completion of the transaction). Essentially AT&T has nothing to do with TV services anymore.
DirecTV bills according to the order placed and their own Terms of Service. Unfortunately you were giving false info by a 3rd party. That results in your issue with them and not DirecTV.
