Satellite dish for Direct TV ?
My ATT tech told me that if I switch from UVerse to Direct TV streaming, I should get a dish installed with it.

Not correct as DIRECTV STREAM is streaming through whatever internet you have. As such there is no dish.
DirecTV (satellite): 24 month service agreement, TV fees, RSN fee (when applicable).
DirecTV via Internet: Billing model essentially equivalent to DirecTV (satellite), requires use of their proprietary streaming box.
DIRECTV STREAM: No service agreement, no TV fees, no RSN fee. Is a Bring Your Own Device (BYOD) model (Roku, Firestick, etc.). You can purchase DirecTV's streaming box from authorized retailers if you want a more traditional TV remote experience with channel numbers.

To use Direct TV without streaming, would a dish be required?
What makes streaming better than traditional.

It is DirecTV, not Direct TV. Just something to be careful of with all the scams out there.
DirecTV requires a dish because it is service from satellite. This is not streaming.
DIRECTV STREAM and DirecTV via Internet are both internet streaming services. There is no dish.
Satellite requires clear view of the sky and a place for DirecTV to install a dish there. With streaming you need reasonable stable internet. So depends which is more feasible for you.
The DIRECTV STREAM version may be cheaper as it is up to you to get all the 3rd party boxes that work for you. Also some channels on satellite are not on the streaming versions.
