To make a payment arrangment with DirecTV you must be past due but not yet interupted. As the new co-owner is updating the webiste you might have to call to set this up. This extends out when the interuption would happen, but does not waive late fees or extend out your new bill.
A Promise to Pay is differnet from a Payment Arrangement. The "Promise" is only officially notifying DirecTV that you are aware of the past due and will be making the payment. This results in past due notifications stopping, but not any other consequences of being past due (late fee, interuption, etc.).
