No, because Regional Sports Channel is already included on the package (Choice, Ultimate, Xtra, Premier) so if you do not want RSC then you need to switch your package to Entertainment that doesn't have RSC.
As long as you are in a package with RSNs (Choice, Xtra, Ultimate, Premier) you will have the RSN fee.
Family, Select, Entertainment, and Preferred Xtra (if still available) do not have RSNs so do not charge the fee. Personally if they still offer it I would go with Preferred Xtra. Similar channel lineup to Xtra, but without the RSN fee it is similar in total cost to Choice.
