Blocked Channels
If I blocked all pay per view movie channels on one receiver does it also block the channels on the other receivers in the household?

Not sure what you mean by "block channels".
You can set up a custom Favorite Channel filter to remove unwanted channels from the Guide. And you can enable Parental Controls to limit what can be viewed based on program ratings. Those things are specific to each DVR/Receiver. What DVR/Receiver models do you have?
