The feature is outdated. Was no longer supported many years ago, just left to run in the old software until it broke.
Starting with the 2nd generation Genie (HR44), the new GUI and software remove the menu option for Caller ID on TV. DirecTV doesn't get information from landlines anymore so no longer needed to encourage people to be connected.
If you have a model before the HR44, you try basic troubleshooting (red button reset, power cycle, etc.) but it is not guaranteed to get it back at all. And even if you do it could stop working at any time. And as some landlines migrate to more Voice over IP (VOIP) types instead of Plain Old Telephone Systems (POTS), that can make the feature incompatible.

DTV no longer supports caller id so when it stops working there is no fix.
