How to check if a receiver is owned or leased
I recently bought a tv on Craigslist and the guy gave me a directv H21 receiver for free along with it because he said he doesn’t have directv anymore. I don’t have directv either so I want to sell it if I can. I’ve call the access department twice now with the receiver ID to make sure it was an owned unit. The first woman said I need to have an account and then hung up on me. The second time the women took the receiver ID and then told me she wouldn’t disclose the information to me without the account number or phone number, neither of which I know or can find out at this point so now I don’t know what to do.

H/HR are leased and the new AT&T RC1 account system will not reactivate a deactivated receiver doesn't matter if owned or leased. Hopefully you will recycle it.

DirecTV went to lease only upon launch of the 1st Genie (HR34) and removed owned options for other models shortly after. Within the last couple years or so they have discontinued the option of reactivating any receivers previously owned.
So that H21 is to be recycled as is a very old model and was made for the older multiswitch.
You have to call DirecTV to order any boxes on your account. Remember you pay $7 for each additional TV regardless of model. Hopefully all your current boxes are H or HR as D an R are MPEG-2/SD-only models that must be replaced to continue using DirecTV as they are working on shutting down those old feeds.
