Is the DirectTV HR54 200 receiver compatible with the DirectTV Oasis SWM Satellite Kit?

If you mean this http://www.satelliteoasis.com/directv-swim-hdtv-satellite-dish-tripod-kit-for-rv-mobile-portable/ then yes it should be fine.
I'll just point out that the kit includes a power inserter, the HR54 actually has its own built-in power inserter so the one in the kit is redundant, but you can use it if you want.
