You have to call DirecTV and see what you qualify for. Your credit check will determine any costs, as well as if you order anything beyond the intro offer.
If you don't qualify for free standard installation, it is $99. Or you could have a fee based on credit. Install/starting costs are determined by your qualification, not where you live.
Where you live determines locals and regional sport networks received, as well as any RSN fee and your taxes.
That free install is for qualifying customers, not guaranteed for everybody. So the OP must call DirecTV and verify exactly what they qualify for to see if they get the standard offer or with any modifications.
The 24 month service agreement is to help recover costs in the case of equipment and to an extension install. However, based on credit check some might have to pay for initial install ($99, or sometimes just standard shipping fee $19.95) or a fee based on credt which though is $300 is credited back on the bill for 60 months ($5 each month). Though if canceled before that 60 months is up, any remaining months are forfieted.
Free install and equipment up to 4 TVs is the standard offer. But not everyone qualifies for the standard one which is why you apply for service and see what exactly you get.

I always assumed the two year contract was to compensate for the free installation and equipment..

Having to pay a deposit to get service doesn't alter the free install.

No but it is something to factor into up front costs. And credit itself can affect that free install.
Bottom line, since free install and other costs are not guaranteed, a new customer applies for service to verify what exactly they get to be sure.
