No, YouTube is not available as a DTV app. I don’t recall if it ever was but if so, it hasn’t been available for a very long time.

DTV hasn't had youtube since they reformatted their service and made it incompatible with DTV.

DirecTV had a YouTube app years ago. But it was removed when YouTube updated their format for their paid streaming service. It was no longer compatible, plus they became a competitor.
