Slow using "List" on DirecTV receiver/recorder
When I go to "List" to play one of my recorded programs on my receiver/recorder, it takes about 45 seconds for the system to respond to where I can click "Play". I have done defragmentation and clear my box, and I have tried a different remote, but none of them have improved the performance. I live in a co-operative and have heard that others in the building with DirecTV are experiencing the same problem. Any suggestions?

Most apartments/MDU buildings utilize HR24/H25 receivers. Get in contact with the property owner which will need to get in contact with the MDU dealer who can swap your receiver with a Genie receiver/another HR24 or perhaps get it going. As a note, replacing a receiver does completely get rid of the recordings.
Your HR24’s drive is likely failing, thus causing slow response.
