We are switching from AT&T internet to Spectrum internet, but keeping our DirectTV. Due to Covid, all installations are self installs.

I have ordered a DECA  from direct Tv. How do i install this myself?

Are there any other items i might need?

Why do you think you need a DECA? The HR44/54 Genie and the HS17 Genie2 can be connected to the internet via WiFi or directly with an Ethernet cable.

Based on where I live, there is no internet service thru ATT/Direct Tv.  I can get Spectrum wireless, but i am unsure if this is compatable with my HR 54-200 receiver.

I read the previous comments from last year , and a DECA cable was mentioned.

There is no internet available through AT&T, DTV has never been an ISP.  Doesn't matter who your ISP is the HR54 will connect over WiFi or Ethernet cable.  All a DECA BB does is provide a hard wired connection from the router to the HR54 using Ethernet to coax the same as the Ethernet cable.

The HR54 will connect any router vis ethernet cable or wifi.  You just have to go into the HR54 menu to give it the correct network SSID and password for your new internet service.

DirecTV has never provided internet. They are a satellite TV provider.

DirecTV can connect to whatever internet you have. Though avoid metered/data capped internet (such as satellite or mobile/hotspot internet).

You have the 3rd generation Genie (HR54). Connect to whatever internet you have by Ethernet (wired) or the built-in WiFi (wireless) which supports both 2.4 and 5Ghz bands.

A Deca is to convert Ethernet from the router to your coax. Unless you are drilling holes and buying new coax or such to add in the location to adapt it, getting a deca shipped is pointless. That should only be sent if you are replacing an existing one.

And certainly not all installations are self-installs. DirecTV wouldn't expect customers to break into their walls for coax, terminate any cabling, and mount a receiving dish on the roof. Some upgrades might be self-install, but others require a tech who is actually trained on what to do.
