If you sign up for basic local broadcast channels why do you then have to pay a local channel surcharge

I have UVerse Basic and have had it for years. I have not been able to access it to watch for a long time, but would like to watch.  Everytime I try to get on, it says to go to account manager.  I pay for UVerse Basic every month.  How can I access it and watch the few channels that

I have U 200, but I'm barely home nowadays. I tried to compare the channel listings of U basic with U 200, but the website won't let me. A window pops up and states " No service available U-verse service isn't available within this ZIP code". I know that U basic has "local channels" but I don't know
