Notification for field work near your location
I believe it is time for AT&T to notify you when there is going to be an outside repair in your local area (perhaps defined as 1-3 blocks near you or as much as 5 blocks near a major outside junction box).
Everytime I see an AT&T truck within the above mentioned parameters, I prepare myself for an outage and over the last 10 years I have been quite close to 100% correct.
While notifications will not help with the actual issue of having a service disruption due to outside repair work, it will at least give us forewarning that might be experiencing a service disruption and thus can be better prepared to use an alternate means of communication (i.e. cell phone).
Since AT&T has the data of all of our locations, while it may not be trivial to do so, a systemic approach as I suggest would go a long way in many regards.

Just found this in AT&T's Terms And Conditions:
d. Service/Site Changes. AT&T reserves the right to modify or discontinue the Service or Site (including rates and charges), temporarily or permanently. If AT&T makes a change that would have a material impact on your Service, AT&T will give you notice. The terms and conditions for temporary changes, if any, will be included in the notice and incorporated by reference into this Agreement at: www.att.com/temporaryterms. Your continued subscription to the Service after the effective date of the change constitutes your acceptance of the changes and the associated terms and conditions. In lieu of notice and website posting, AT&T may instead, at its sole discretion, require customers to enter into an agreement with AT&T regarding temporary material changes.
Just wish it would actually happen - I have never once in 10-15 years received a notification when there is a truck/van near my home and as mentioned this translates in to a service disruption or outage almost 100% of the time.

That means a change to your personal service, not from a truck in the neighborhood doing work.
For me it's been the opposite, no outages when any trucks were in the neighborhood. 😉

Maybe it's semantics or legal, but since the work affects my personal service how can I see it any other way?
Glad to hear you don't have the same problem. Many people I speak to about do have the same problem which is an infrastructure problem that the techs have told me (and how I know). There is so much going on in these junction boxes that the slightest change to fix one customer's problem often has a disastrous result for another customer. If you don't have a problem when they change something in these boxes, consider your self lucky (and perhaps you have anewer box or live in a less populated area).
