Can't get off of the title screen

After a power outage, BOTH of my TV's that are serviced with Uverse have been stuck on the Black Uverse title screen and there is a message stating that "Uverse is unavailable at this time. Please try again later." I have tried rebooting and unplugging/plugging in the gateway AND each receiver. This problem has persisted for about 8 hours. Help?

Have you done a WHOLE HOUSE REBOOT?

Unplug everything.....gateway/DVR/STBs.

Wait 2 mins.

Plug in gateway FIRST.  Allow all lights to come on.

Plug in DVR next.  Hopefully it will become functional. 

Plug in each STB individually and give each one time to come on.

If this does not work, you'll have to call CS.  1-800-288-2020
