Closed Caption issues on select channels

On the SyFy channels:

1151 - no CC or "sporadic" CC on Dark Matter, Aftermath, Incorporated, Killjoys. Seems to happen with only the newer shows. This issue began about a year or 1 and 1/2 years ago, happening only occasionally, but it seems to be getting worse. Every episode since it started. 

By "sporadic" CC I mean this...sometimes, but only sometimes, when a show returns from a commercial, I'll see a few seconds of CC (something like "spooky music playing", "birds chirping in background" or maybe the first few words of dialogue. Then it stops. No more CC for the rest of the segment. When a commercial break happens, I might see a few seconds of CC when the show returns, but about 90% of the time, no CC at all. 

While I don't watch every SyFy show, the ones I mentioned above I watch regularly, so I'm sure these are not the only shows this is happening with. However, I have noticed there is always CC on a movie or an older re-run of a syndicated show. For example, I put the TV on channel 1151 to watch Aftermath a few days ago. The movie that was on immediately before Aftermath had CC just fine. As soon as Aftermath started, the CC went away. 

I have recently, through experimentation, discovered that the non-HD version, channel 151, has no issue with CC. I recorded Aftermath and Corporation this week on both 1151 and 151. When I played them back, 151 had captions, 1151 did not. 

I have seen this same issue with the USA network. I watch Shooter. I tried the same experiment (recorded the HD and the non-HD channels). HD had no CC, non-HD had CC. For now, I only watch Shooter on this channel, but when it returns in January, I will also be watching Colony. 

I hope you can figure this out, as I'd rather watch these shows in HD on my 52" screen, as the non-HD versions have black bars on all four sides, making the picture smaller. 

I also checked my CC settings on my UVerse box. For HD, it's set to Auto. For non-HD (which works), it's set to CC1.
