Fiber Drop Not Buried

I've had ATT UVerse since February\March of 2018. The fiber drop to my house is still on top of the ground. Spent well over an hour chatting online several weeks ago with someone from ATT who said they would send out a tech to "look" at it. Tech (Chase) finally showed up, apologized for this install "slipping through the cracks" and said he would create a work order to have the line installed quickly. That was several weeks ago and still the line is on top of the ground. The tech gave me his cell number which i have texted him as a follow up. No response. What should i do? Plus, as time has passed, my main TV next to the gateway has some ghosting and flickering. We are at the very end of a fiber run and i wonder if the signal is being compromised by something? The reason I switched from WOW was they finally admitted that I had a weak signal (also at the end of a cable run) which also caused ghosting in the TV so i switched to ATT hoping for better signal. Can't say anything has changed. And the wireless signal in the house....don't even get me started.

You might need to call to tech support to check status of ticket and if they have the promised date and already past due, they need to check with back office team to determine status.

There isn't a ticket. Or at least one doesn't show up for my address. Searching the forum it would appear I'm not the only one with this issue. Due to the lack of customer service, I'm researching how quickly I can drop ATT and go back to WOW. WOW had ok customer service but ATT's customer service is such a f-ing joke. After the initial install, an hour of online chat, a tech at my house saying he would take care of it, multiple text messages to same tech who hasn't responded.... and still nothing? And now I'm supposed to make another attempt to fix something that should have been already taken care ok? No thanks.
