Try this:
The code for volume control assignment is 955. Press ATT/OK at the same time. Then 955. Then enter (bottom right button). Now the volume control will follow the mode key. When the att key is active (normal watching for channel changes) the volume changes the STB. When the TV key is active the TV volume changes, etc.

I don't have my notes handy, but can't you also have it always send the volume control commands to the amplifier, if that's what you want?

Beebeesa's answer is helpful, but Jeffermc expresses what I really want to do. Is there a way to always send the volume control commands to the tuner/receiver/amplifier?

Press ATT/OK at the same time. Then 955. Then press the mode key you want the volume button to control.

Hello bthis ,you can follow these steps using the information beebeesa provided, a longer version but the details may help you.
Always Send Volume or Channel Commands to One Device
1) Press and hold the AT&T button along with the OK button. Hold both buttons for one second and then release. All the Mode buttons will flash twice.
2) Enter 955 for volume or 966 for channel using the numeric button pad. The AT&T button flashes twice to confirm the correct entry.
3) Press the Mode button (TV, DVD, or AUX) for the device that you want to control the volume or channel for. Example: AUX for the home theater.
4) The selected Mode button gives a long flash to confirm successful programming.

Hi @dld504,
We apologize about the issues you are having with the remote, but we will be glad to help. With the volume up not working, did it work before you made this additional program code? Also, make sure that the lights are blinking when you press the volume up to ensure it is not broken. If everything appears to be fine, but it is not working, the program code you are using may not work with your particular device, and you just want to try some of the other codes listed to see if they will work.
