how to view a recorded program when u verse service is loss?

I understand your issue, so let's see what we can do to address it.
When you mentioned loss, does that mean when you no longer have AT&T Uverse access (when you've been disconnected) or when you have no internet?
If you have no internet and you were able to record the shows to your hard drive, then they should be stored and you should still have access to them even without internet.

Sometimes I have no service and other time I lose just uverse. u verse. As an example today uverse service is in and out . Only a few channels are broadcasting. I have seven movies recorded on the hard drive. I have internet as I am sending this email. When I select a recording to play I get an error message " DVR system is starting, please wait". And it never come on.
