Incomplete 2nd Party Contractor Work

It has now been 4 weeks since a 2nd party contractor came and dug up my backyard so AT&T can connect something. They dug up a 5'x4'x3' hole in my back yard and did a horrible job putting the soil back and not compacting the dirt. Then they did not replace the sod. I have photos of before and after for proof. I've been told they will have someone out back here and call me back and I have yet to hear from anyone. Can you please provide a number to the right dept to get this situation fixed.
