Large roll of cable left in my front yard in October 2019
A neighbor had service brought to their home and a large roll of cable remains in my front yard. There is plug receptacle with addresses of several neighbors. There is a small green box buried in my yard and the roll of cable is 2-3 larger that the buried box. I have called repeatedly and spoken to ATT folks around the world only to be told there is no phone number for installation. They explain that ATT has independent contractors who run and bury cable and no one knows who dispatches these people. One fellow in India suggested I cut the cable and an ATT service person will come and maybe know what to do with the big roll of cable. Please advise ASAP as my HOA is threatening to fine me for the unsightly tangled roll of your cable in my front yard.

i know theres not a damage issue but you may gete somewhere here
If you need to file a new claim, have the following information available:
• Location – The physical address or GPS coordinates for the location where damage occurred.
• Photos – Include close-ups and wide views of the area damaged. If possible, include photos of the person, vehicle, or equipment that caused the damage. Photos can be from cameras, cell phones, or other devices.
Once you have the information together, call the Claim Center at 800.894.0374.
Once the administrator receives the information, they will assign it to a claims examiner. The examiner will generally contact you within 3-5 business days to discuss the report and get additional information.

Your HOA cannot fine you for that. If the HOA wants the cable gone, tell them to handle it.
