Moving ATT GiggaPower line for pool installation

ATT GiggaPower line is on the edge of our pool construction. Can the line be moved or should we just concrete it into our pool wall?  The line is about 1 foot out of the easement on our side. 

They are planning to pour the Gunite on Wednesday. So, I need this resolved quickly. 

I’ve talked to about 5 different people and been on hold several hours trying to get this resolved. I finally got a trouble ticket # from the last person I spoke to, but told me it would be at least 2 business days before I hear from tech. 

I don’t even have AT&T so it wouldn’t affect my service but probably my whole neighborhood if we just cut the line. It doesn’t seem like they are too concerned, so why should I be??
