Residential neighborhood construction

I represent the HOA board of a neighborhood in kansas.  It would seem ATT is installing new fiber lines throughout the neighborhood and I am receiving a lot of questions about this.  Who can I talk to from ATT to gather more information?  It would seem that no one in the neighborhood was alerted prior to holes being dug and we do have several complaints about the state the neighborhood is being left in after construction.

As a thought, maybe go ask one of the workers and see if you can get a supervisors name/number?  That's probably going to be your best bet.

Tried that several times, none of them spoke english so that didn't get me very far.  They did have a number on the side of their van so I may try that but really wanted to speak to someone from AT&T.

Were you able to find someone to talk to regarding installation.  They have begun in our neighborhood in Louisville Kentucky without notifying the homeowner or the HOA.  They have cut a waterline and homeowner has water backing up into home.  They had no idea they cut waterline.  Homeowner had to hunt a worker down to address issues.  Still not repaired correctly.
