Bally Sports South not giving me my regional sports teams

What they tell you may not be totally true. In the Orlando market we have an issue with the Bally Sports. I look up my zip code and it tells me I get Rays, Lightning, Magic, Panthers, Marlins and Heat. I have yet to see a Heat or Panther game, on DirecTV Stream. I had DirecTV satellite before moving to Stream and got all 6 teams, but we had 3 or 4 different Bally Sun and Florida channels, Stream only has 2, 1 Sun and 1 Florida. Some nights I see the Panther game, in my guide, but when I go to it, it will be and alternative Bally channel.
As I am a hockey fan, I want the Panther games as well as the Lightning. I subscribe to ESPN + so I could get all out of market games, and I do except for the Panther games which are blacked out. I have the Bally Sports app, again Panthers blacked out on it. 
So I inquire to Bally, DirecTV and The Panthers about it. All I got was each other blaming each other for it.
So the Panthers are blacked out from local broadcasts, even thought DirecTV Stream says I get them in my package. They are also blacked out from the out of market package on ESPN+. The only time I see them is if they are on ESPN + exclusively. 
Been trying for over a year to get this resolved with an answer, but all I get is each of the involved parties throwing each other under the bus.
