Had CW 25 on Satellite version. On Stream not available.

Dtv Stream and Dtv Satellite are two different services. Not everything is carried on both.
They advertise they carry the local stations?

Have you checked the local channel look-up tool to verify what locals you may receive in your area, located here
Not all channel are available everywhere. When I checked your zip code using the tool, the CW was not available for your area.

Nobody advertises they provide ALL locals. You can lookup to see what locals are available. Here are the links for the satellite and stream service.
