Is there a probable time frame, for when the Fox channel will be available at zip code 12207 (Albany, NY)?

When the station's owner agrees to let DirecTV provide their signal. Nobody here knows when that might be.

There is no timeframe, probable or otherwise. Your local affiliate is gone indefinitely from DirecTV.

Your local affiliate owner tried to use us customer as leverage and failed. DirecTV may entertain any new (reasonable) offers to regain a carriage agreement, but they are not going to go begging to them and give into their demands for too high rates.
