If the streaming device has GPS or location services. An alternative is using an Apple TV device that has location services.

Your local channels will be the ones for you account address. If you are in a different location and running a device that has GPS you may get the locals of the zip code you are in.

If the service can not identify your location, then you will receive your home based locals. Since Fire Sticks do not have GPS or location services, most of the time you will receive your home based locals. Just understand it's not perfect.

Since you will be casting, then it will be based on what device you will be casting to the Chromecast.

When we travel with our RV, our trailer's Roku always gets our home location's channels. Our iPhones/iPads get the locals where we're traveling. As mentioned, it all depends on if your streaming device has "location services". Apple devices do.

That is what I’m trying to figure out. So is apple the only device that uses geolocation and would allow me to view the local channels at a second location?

Cell phones, PC, and tablets do also. Location services are available on all mobile devices.

I understand that but would like to find a device that I could use with a tv at the second location to make it a smart tv and allow the local channels at that location. Is apple the only device that will do this?

DirecTV Streams proprietary box has location services. $120 for new but $49 for refurbished with 1 year warranty.

As has been said, it depends on your mobile device. It does not have to specifically be an Apple. It must have location based services, so you would need to check the specs of your device.
Firestick specifically does not have location based services, so should default to your home locals no matter where you are at.
That is generally how it works, but it is not guarnateed as it is not a 'perfect' service.
