Multiple stations and your brother having the same issue through Fubo (assuming not the exact same model of TV), then that confirms it is a Fubu specific issue.
Since you are focused on streaming service, I am moving the thread to DIRECTV STREAM since DirecTV is satellite, not streaming. They are two different providers.
As long as you don't have a satellite internet, or other one that is metered/data capped, then DIRECTV STREAM is something to look into. Since that is the earlier version which is BYOD there is no service agreement, unlike DirecTV by Internet (which has the required box to start), so you could try for a month and see how it does.
I would check DirecTV's website to verify it has the channels you want. Make sure to read all the details and order confirmation. Also make sure you select the right service when viewing and ordering so you don't get DirecTV (which is by satellite) by mistake.

Make sure it is DIRECTV STREAM. If you choose not to keep it make sure to cancel before the cycle starts over otherwise you pay for the full next month.
And to avoid scams, regardless if satellite or streaming version, it is DirecTV not Direct TV. One word with a single T.

The question is if it is a broadcast issue (then all TV providers would have the problem), a TV issue, or Fubo's stream.
Doubtful it is a broadcast issue or we would expect more posts regarding NBC or a specific local affiliate of NBC regarding that problem. What zip code and county is your service through? That would inform which NBC affiliate station is yours to determine if any known issue is about.
Also were you looking into DirecTV which is by their own satellite (not streaming) or DIRECTV STREAM / DirecTV by Internet which is streaming-only? And what kind of internet are you getting your Fubo stream through?

I believe it is more of a FUBO issue. This bad color fading in and out when they zoom in on greens. Is on multiple stations. Can be on the golf channel as well. Plenty of internet speed. My brother lives quite another city in Washington and has the same issue when watching golf on Fubo. I was just hoping someone else out there had the same problem and switched streaming services like to Direct TV and the problem went away.
