No. DirecTV Stream isn't authorized to stream anything outside of the USA.

At the moment, DIRECTV STREAM live and recorded content are available only in the U.S (excluding Puerto Rico & U.S.V.I.) It also requires compatible device and data connection. You can check more detailed information about DIRECTV STREAM Terms and Conditions in the section: 2.6 Geographic Limitation

The only way to watch it would be via a VPN for somewhere in the United States.
