Can I stream from my Direct TV DVR to my pc?
I have some recordings on my Direct TV DVR that i want to burn to DVD on my PC.
Is that possible via TCP/IP? If possible how do I do that?

Not possible.
First, you posted in the DirecTV Stream Forum instead of DirecTV Satellite. I'll move the post for you.
Second, it's not possible. Once upon a time there was an App called DirecTV2PC, but that's long discontinued. The only way to copy DVR recordings to a DVD is the "old fashioned" analog way. You'll need AV capture hardware/software on your PC and use the composite video and analog audio outputs from the DVR to your PC (assuming your DVR even has those outputs).
