Close captioning

Why does my closed captioning only show a portion of the conversation and not all of the  written words. If I were totally deaf and depended on the closed captioning I would  be missing out on the whole conversation. This is unacceptable because while I’m not totally deaf, I am hard of hearing and am getting frustrated because I’m missing out on a lot of my programs.
