Do I really have to pay to have DTV come out and install my internet with whole home?

I just want to know if I have to pay to have DTV come out and install my internet? I am curious why when I purchased my package and ordered the Whole home with the on Demand channels that no one bothered to tell me this before? I am a month into this adventure and am told now that I will have to pay an additional $80 to have it installed. Seems a bit unfair... I am paying for the service, they should have installed it initially... Anyone know how to do it without paying?
