HD content by locality

I very new to HDTV and have been reading these forums trying to absorb as much information as I can. One question that I have after reading them is does the HD content vary from city to city? If so is there anyplace where I can get a listing of networks that are broadcast in HD in my locality? I've seen some content for some shows (Doctor Who on BBC America for instance) advertised as in HD but it only comes through as standard on my DirecTV. Any information would be greatly appreciated.
