HR 23/700 Won't Download HD Content

My reciever will download any standard def content without trouble.  But, when I try to download any HD (doesn't matter what channel, etc), the download stays on a pending status, and won't download anything.  I've tried to reset the reciever, but with no change.

Any suggestions?
