Letterbox problem

In the last couple weeks I have not been able to get rid of the Letterbox  or the bars going down the sides of the picture. It happens most on INSP channel and not during ads just the old westerns. I have tried changing videos setting to no avail. Got a new receiver and still have that problem. Just wondered if it is the TV service sending shows in a different format?
