RC73 remote cannot decrease volume below “10”

We had Direct TV installed about 6 weeks ago and it worked properly.  This morning I wasn’t able to lower the volume below “10”.  I have changed the batteries, ensured that they are making complete contact at either end.  Then switched from Amazon brand to Energizer.  I went through the pairing modes- pressing mute and select and following the prompts.  I have setup the remote 4 times today- the volume works properly for a little while and then the problem returns. I’ve tried using the “981” code, the “980” code, and about 9 others.  Any ideas?
