Re-airing an old show
There are still a lot of fans out there supporting the soap opera Passions. I am one of them. When it first started airing in NBC I didn’t start watching until a few seasons in and only when not in school. When it moved to directTV my family did not want to change subscribers just for 1 show so I missed the last seasons. All I and many others had to go by was someone writing the transcripts on online forums for the show. I have always wanted to see all episodes as many others. They have at one point or another tried to be on YouTube but episodes were either missing or incomplete. Since DirectTV has the broadcasting rights to the show is there anyway to stream it on places like Hulu or another streaming app?

The networks decide what is replayed and where. The providers have no say over programming they just distribute what is sent to them.

OP is saying DIRECTV owned the show because it was carried on the DIRECTV-exclusive (and owned) The 101 Network, which then became The Audience Network before it was shut down. This entailed production being moved from NBC Studios to DIRECTV Original Content.
I don't know if there's any way to tell where the assets of DIRECTV Original Content have ended up, but I would assume they're somewhere stuck inside of Warner Brothers. They would have to find a network interested in showing it and then if DIRECTV carried that network, you'd be in luck. Or maybe they'll show up on HBO Max.
Another alternative is seeing if you can find them on DVD. Somewhere like this might be useful: https://www.soapdvds.com/passions. This route could get expensive. And frankly, you couldn't pay me enough to watch this stuff.

AFAIK, old episodes of soaps are not streamed, especially one that's been off the air for over a decade.
