TV app. store

i try to open my tv app. store but it wont let me in . keeps saying not avalible (3) . thats if the apps. even come up. sometimes i can get some apps. to work and then most of the time they don't. it's getting very frustrating to even try to work them. and i should'nt have to get on my computor to work the apps.
