Nope, All customers receive the same signal so if down it would be nationwide.
775 is no power to the SWM LNB on the dish arm so either the power inserter if not built into the HR54 Genei or HS17 Genie2 is unplugged or not working, the coax to the dish is damaged or the SWM LNB went bad.
Don't know what "area" you are in, but there is no widespread issue. DirecTV is a nationwide service.
