KERA TV Dallas (Channel 13) picture flashing on and off
This problem has been occurring for more than a month, many customers have complained, but it has yet to be resolved. All other channels come in fine. We watch this channel frequently and are very frustrated the problem has not been resolved. The station comes in fine over the antenna and streaming on our tablets. The lengthy delay in resolving this issue has us about a week away from switching providers.

It is not just DTV having this problem with KERAs feed other providers have it and it was fixed for a few days or week.

Check out the announcement on KERA's website. This issue affects some other providers, too. It's a KERA problem and they need to fix it. DirecTV can't.

When it effects other providers it is their feed to those other providers and for a time their OTA feed was also doing it.

Also happens on OTA transmission (intermittent pixilation instead of going dark intermittently

Yes, Directv retransmits the OTA signal over satellite. A glitch in the OTA signal causes the retransmission equipment to drop out of "sync" so you get complete loss of signal on the satellite channel.
