My Direct Tv box changes the channel when powering off?

I work in an assisted living facility which provides Direct Tv to over 90 units, each getting their own cable box. Some with multiple cable boxes.

In one (1) unit the television (Vizio) and the Direct Tv box both work, and all channels can be watched as desired.

However, when the resident turns off the cable box, the box reverts to the weather channel every time.

Direct Tv trouble shooting suggests that when the cable box is turned off, it should by default turn back on to the last channel watched. This is the case with all the boxes in this community except for this one unit.

I swapped the cable box with one from another unit that I verified is working properly. The problem persisted.

How is it that in this one unit, any cable box I try keeps going to the Weather Channel when powered off? How do I fix this?

The Tv settings should have nothing to do with the cable box itself.

The Tv does go to the last used input when powered on/off...

It is just the cable box that reverts to the Weather Channel any time it is powered on/off...
