On Demand Costs
Is it my imagination or does it seem like all the movies I care to watch are not free?
Even the bad movies from the 50s have a price tag.
ROKU also has costs for many these movies. Although I do find more free movies on ROKU.

DTV has no control over what the channels are doing with their On Demand programs or if they are now charging for them, as you see this is not limited to DTV. All the TV providers are doing is collecting the fees being charged by the channels.

Just because a movie is old doesn't mean it is forever given away free. The channel/content owners can still offer them as PPVs (movie rental).
What is free and what is PPV is subject to change.

If you are looking for free movies you could try streaming 123Movies or Yes!Movies and VUDO also have a whole bunch of free movies that you could stream.
