When is DIRECTV going to fix Videoguard.13.0?

I have been watching Directv on my Windows computer.
Today I was not able to and received a popup to download
VideoGuard 13.0! (It was already active). However, I did
and tried to install it.  Install failed with a 1371 error.
I called the experts at Directv who didn't have a clue!
I did some research and discovered there was a connection
between Videoguard 13.0 and Adobe Flash. I checked and
Adobe Flash ceased to operate today.

My question is: Is Directv going to solve the problem anytime
in the near future?

When my PC queries my DNS server, my DNS server does not return any IP address for that domain.

The hosts file allows me to specify that missing IP address.

Computers typically do not query public DNS servers directly. These requests usually get "relayed" through a user's router or other local DNS server. Lots can go wrong during this process and there's various reasons a lookup could fail or return incorrect results. 

The hosts file is a "foolproof" way to ensure traffic goes where you want it to go 100% of the time.

Getting someone who is not experienced in such things to modify the hosts file in this way is a recipe for disaster.  There are things wrong with your instructions that I will not elucidate for you because it's safer for them to just be wrong.

I repeat that you have created a problem for yourself with your DNS configuration.  What you have provided shouldn't be necessary for anyone with a more normal DNS configuration.

While this is true, it is equally true of "google.com", "facebook.com", "att.com", etc., yet we don't make entries for them in the hosts file.
