The RSN fee is to keep up with what your local teams are charging. This makes it transparent how much sports are costing you.
Too many companies hide that in other fees, but under the DirecTV brand (and now DIRECTV STREAM) they are listing it so everyone is aware it exists as well as the cost for your region since it is not the same country-wide.

This fee is not a tax or charge which the government requires DIRECTV to collect from its customers. I guess you are right, if you have choice package or above with DIRECTV STREAM, an RSN fee will be charged.

The fee is stream customers that signed up to a 24 month agreement.
