Being billed for Direct TV when i already cancelled. What do i do?
I called to cancel my Direct TV to cancel my service on 08/22/2019 when i called they told me everything was paid off. I returned my equipment. I am now receiving a bill for billing cycle 08/21/2019 to 09/21/2019. i called and they told me i called 1 day late and now will be charged a FULL months bill even though i don't have the equipment and the service was cancelled.

I assume you meant billing cycle either 8/21 thru 9/20 or 8/22 thru 9/21. Which would be the same situation cancelling on 8/22. Your service month had just started over.
As of this year when you call and cancel, you still are billed for the full service month. There is no proration anymore. Service should stay on through the same date, so you get the full service you are paying for. Turning in equipment earlier than that would be optional, but you don't get the additional days credited. Unfortunately there is nothing to do except pay it.
This is the notice they sent us in November 2018.

We want to remind you that you’re billed in advance for recurring service(s) and/or programming charges and applicable fees based on the terms of your current service agreement(s) with us. Starting January 14, 2019, subject to applicable laws, we’re updating your agreement(s) to include your recurring service(s)/programming charges and fees won’t be prorated if you cancel the above service(s) on any day other than the last day of your billing cycle. Your service(s) will continue until the end of your billing cycle but you won’t get a refund (prorated credits) for any remaining days left in your billing cycle. For products not listed above, refer to their terms of service for more information.

Wow -- does this sound familiar. I never had Direct TV...cancelled before installation. I have been billed. Has anyone ever successfully reached a live person to help? I have been hung up on by robo calls, had 3 people who got me as a transfer say they can't help. Only avenue to Direct Tv seems to be calling an ATT #. They say they can't help, transfer me to DirectTv who says they can't help. Meanwhile I have a bill charged to my credit card (my intentions were to do direct billing -- but then I cancelled hookup. ) Anyone that can advise on reaching someone in Direct TV would be appreciated.

Canceled before install and billed for monthly service? If you are a new customer, that is a huge problem. Billing doesn't start until install as that is when the bill cycle starts.
Make sure you are contacting DirecTV, not Direct TV. Some crooks use a misspelling to hide in plain sight. AT&T has to a point spun off DirecTV to be its own entity again, while remaining majority (70% share). Since they originally acquired DirecTV, transfers have not had a good track record between them. So always call the specific service directly.
Your issue is not the same as the OP from 3 years ago (2019). They were unaware of how the bill cycle worked and that there was a change to the final billing policy. You have a situation where somehow service and equipment were activated without install, resulting in a bill you shouldn't have had. Should start a fresh thread when it has been years since a discussion ended, even in cases where situation seems similar.
