I made a payment to ( wrong account) an account that was link to my phone number which was an account in my sister name and I was trying to get them to transfer that money to my account because that's the bill I was trying to pay and not my sister bill

Ok, so is there a question? This forum is not customer support, no one here can apply the payment to the right account, if that’s what you are wanting. You need to call. It will probably be easier to just submit another payment to the right account and have your sister reimburse you.

Go to www.directv.com/paymentdispute so that you can request the misapplied payment go to the correct account.
I would suggest that your sister's account have her phone number as the contact number to avoid this confusion in the future. And you can log into your account online (only needing the phone number to setup the access at start), as you log in with your user ID/email and password.
